Nah. You can build a fun Sica for pubs. The only thing you should struggle with is Proto Maddies.

Also, Madrugars are the new Destroyers (Sadly) so any double hardened Maddy, Regardless of its tier, Can be an issue.

Yeah you do lose a tank every now and again. But its an Upgraded Sica. For pilots, Its cost effective for pubs and does the job.
Even Sicas are great against AV hordes, You just need to know what to do and how to set your tank up.
Besides, If someone brings out a Pro-Maddy on you, It is time for some old-school escalation!!!
